Throttle position sensor calibration

I replaced my throttle body. I have my obd2 reader plugged in and noticed that the throttle never registers more than 86.3% open regardless of rpm or length of time at WOT. The TB is clean. Is there a procedure to perform which allows it to open 100%? I manually opened it as far as it would go and it read 93% on the obd2 reader.

My wideband also shows that it starts out around 13.5 under full boost and gradually goes down to 11.2 as rpm rises.

You do realise that 13.5 is lean? Normally people are running 11.5, sometimes 12.4 (on AT bbb claimed 12.4 works best), on unported IM.
