Have you tried the tire iron for your spare? They used Metric to build the car in Korea so it'll be a metric sized bolt tool if it's different. If it isn't straight out from the bumper you must have been in an accident so take lots of pics with your phone.

There are the two pictures I was able to get the first shows the bolt and how the plate hangs and the second is how much room I still have to tighten
I just need to know what size and what tool it is I need to tighten it the rest of the way

My car is a 2011, I only got the loop towing bolts/hooks in my trunk. Your plate looks like the license plate bracket to me. I looked into the shop manual that is available here in the forums on a thread. There is a Tread on this topic but the pics have disappeared. CP-E THe info your looking for might be in the thread or you can contact somebody that's done this mod to fill you in.

You need to tighten the big metal tow bolt, then take that silver bolt and mount the plate holder. Make sure you use the lock washer.

Review of steps:

1: Insert bigass black bolt into tow hook location and tighten
2: Line up bolt hole on tow plate to hole on bigass black bolt
3: Obtain silver bolt with hex head and lock washer included in package. Insert into hole and tighten until tight. Hold the plate in the desired position until silver bolt is tight.
4: Mount plate and celebrate by drinking a beer.

I do not know the correct hex key size as I didn't have the correct one. I tried an 8mm and it was too small, but I don't have a 10mm in any of my sets, so that might be the right size. I know a T50 torx was too big (I think). I used an 8mm and a small screwdriver to get it tight until my shop tightened it for me. Just try all your keys until you find one that works. If you don't have the one you need, then buy it, or borrow one from a friend.

If it was made in the US wouldn't it be in SAE size? 3/8" hex key fits between 8mm and 10mm keys so it's likly a 3/8" hex rather than a 9mm. My Stanley kit is missing the 9mm hex keys too, 3/8" = 9.5mm.

There ya go. I edited my post, turns out I don't even have a 10mm lol. So yeah I guess 3/8" would work, which I also don't have.

I live in Canada and drive a Korean car, my SAE tools don't get used much and are somewhat lacking LOL!

Derp. That was well before my time! The commie metric system has been ingrained into my brain.

It doesn't help that I have a crap load of all hex and torx keys and bits, duplicates and all, but none of them go over 8mm or 5/16" fail

Time to go to Canadian Tire to get just the bits you need. Inexpensive yet you can get the better brands with out spending the big bucks at Sears.

I've spent too much at Canadian tire this past month! I can't go in that place without spending money dammit.

You could go out and measure it with a ruler to find out. If you don't have one and have a box end wrench that would be the same kind of thing.
