Educate me as to why theres a lower rev limiter for the car when parked/neutral

So the gencoupe has a rev limiter at around 6.5k while driving and like a 5.1k limiter when its in park/neutral.

My question is, why the 2 different rev limiters? Is that to say revving too high while moving can damage your engine?

k after a good 10 minutes of reading on other forums, found the answer..basically put the engine is meant to run with load..

anyway..kill me for my laziness or delete this thread lol
