The factory turbo is too small to maintain high psi at redline. Any more than 16-17 is asking for trouble. Even 17 is a weee bit high. You can get a pretty flat torque curve if you shoot for a peak of 17 and taper to 16 at redline. With full bolt ons and a tune like that you should hit ~250whp and ~250wtq. Peaking at 20psi and tapering to 16psi should yield ~250whp and 300wtq, it just won't be a flat torque curve. IMO the big surge of torque is worth dealing with "boost drop".

Why the boost controller? You'll have RPM based boost control using the CMD... Skip the wastegate actuator too. "Best" psi on my car seemed to be a peak of ~21psi and tapering to 15.X/16psi at redline when I had the stock turbo.
