I'm ordering new piping hot and cold but any ideas why its jumping from 4 psi to 8 at most I believe 2011 2.0t is 11 to 14 psi is it the waste gate?

Have your ECU scanned. You aren't having boost issues, your car is in limp mode.

Maybe it is, maybe it's not... but sitting here and trying to speculate what your problem is without more information is pointless. Get your car scanned first, then we can go from there.
