If it is/was a baffle it should be attached to the inside of the tank. Lots of tanks have them to help keep fuel from sloshing around to quickly during "high performance" driving. Don't know if there's anyway to get that out of there or not but it could be causing your problems if it's binding up the float/arm in the tank.

At least it looks like you can get access to the tank without having to remove the tank.

On my IROC Z28 (1986) you have to jack it up/block it up, then take the shocks loose and lower the rear axle/raise the car more to disconnect the gas lines, vent lines, etc. and then remove the tank to gain access to the lock ring and pull the sending unit/pump out.

Glad you got it figured out/fixed.
