Where is the best place to get a reflash and about how much do they cost?

Just look up poweraxel or beyond redline.
If i get the reflash and i decide to cut my cats and run a electric cut out after the reflash do i need to retune for that?
if u remove the primary cat, then yes a retune is a must because ur A/F ratio will be all over the place and can result into something serious.

No, the primary cat is located in the O2 housing right off the turbo. It's got 2 O2 sensors in it.
From the news and whatnot from Beyond Redline, anything other than a cat-back and air intake will need a re-flash made for those specific parts.

a reflash is needed whenever u want. It's the "custom reflash" that u'll need once u start to replace either the primary cat, intercooler or injectors.

Them? I'm pretty sure you can't just cut the primary out of there. You will need to purchase an O2 housing. And since you are ordering from BR, I'd suggest ordering the O2 and DP from them as well, since they can probably tune for all the extra gas flow.
A reflash can be done at any time. Even on a completely stock motor. it will yield the biggest HP gain over any bolt on. The best path to take is decide what you want to do with your car, buy all the supporting mods and then flash, but better to go with a custom tune on a dyno to maximize power output.
