Looks like it's going to the PS rack so I'm guessing the PS high pressure line. Goes from the pump output to the rack.

Not that I know of. I replaced on one my Accent a few years ago. It's quite the pain due to restricted access to the hex flare fittings on the rack. A crow foot wrench is usually what you need.
As far as I know the return lines are aluminum but not sure of the short piece coming off the rack.

Looks like Rock Auto has the whole line in and out for around $100
