The two outlets are on different fuses but both fuses have the same source upstream. The common power comes from the smart junction box.

From the wire diagrams it appears that the Smart Junction Box is defective.

It's the junction box and they are probably solid state relays. It's a dealer fix if under warranty. Otherwise a big bucks part.

yes on the backside of the fuse box. It could be a connector issue I guess.
