2015 12V center console outlet not working

I have a 2015 Ultimate with less than 4k miles currently and the center console 12v power outlet does not work.

I have tried different devices plugged into it with the same results. Those same devices work in the cigarette lighter location next to the usb port. I have checked the particular fuse and tried different fuses as well with no success. I then took out my multi meter and probed the fuse location with the vehicle powered on for accessories and it registered nothing.

Is there another location of a second fuse for this 12v outlet or is something wrong with my vehicle wiring?

Taking it to the dealer is not an option as this vehicle has a re-built title for very minor unrelated front corner damage.

As far as I know both outlets require the key on to be active. The outlet in question has never worked. Below is the particular fuse that has no power to it.

When you speak of pulling the panel, do you mean separating the plastic fuse box in half? The back half with the wiring harnesses plugged into and the front half where the fuses are plugged in? Do you have any suggestions on doing this as it looks like a tight space and involved to me?

Thank you for info and diagram.

No accessories or electrical mods what so ever, bone stock still.

I can't find anything else electrical that doesn't work, just this particular console outlet.

If the junction box is defective would it only be affecting one component? Should I be worried that other things will start failing?

Is there a specific relay, mega fuse, wire location I should check still or is this pointing more towards the junction box?
